Invitation to Quote for Security Guard Services at the Singapore Consulate - General in Medan

You are invited by the Consulate-General of the Republic of Singapore in Medan to participate in this Invitation to Quote (“ITQ”) for the provision of Security Guard Services for a period of two (2) years from 20 August 2026 to 19 August 2028 at the Consulate-General of the Republic of Singapore in  Medan currently located at Forum Nine Office and F&B Building, Suite No. 2-6, 11^th Floor, No. 9 Jalan Imam Bonjol.

 2          The following pertinent details are outlined below:

 (i)              The contract period shall be for two (2) years commencing from 20 August 2026 till 19 August 2028;

 (ii)             The following shifts are required at the Consulate-General’s current location at Forum 9 Building: 

*In view of female guests to the Consulate General, a female guard would be more appropriate to perform the required screening.

(iii)           The Consulate-General will require eight (8) security guards in total, with two (2) guards rostered for each shift and two (2) as backup. The Consulate-General would also prefer a female guard during office hours in view of female guests visiting the Consulate-General.

 3          You shall be deemed to have read and fully understood the contents of the attached Annexures, which constitute integral components of this ITQ invitation and shall comply with all the terms and conditions specified therein.

 4          Your proposal should be submitted to the Consulate-General of the Republic of Singapore in Medan in a sealed envelope and must be addressed to Consul (Admin and Consular) Ushadevi Kannan at the following address:

Please indicate the subject as “Provision of Security Guards”.  All submissions should reach the Consulate-General not later than Thursday, 2 July 2026, 1600hrs.

 5          A compulsory site briefing will be conducted on Thursday, 25 June 2026, at 1000hrs at the Consulate-General.  Interested vendors should contact the Consulate-General at +62 61 8050 1500 to register for the site briefing.

 6          All costs and expenditure related to the preparing of the Quotation will be borne by you.

 7          All information supplied to you by the Consulate-General, either in writing or orally, must be treated in confidence and not disclosed to any third party.

 8          The Bids received will be evaluated based on the following criteria:

 Critical Criteria**

(i)              At least five (5) years of experience in the security guard services industry;

(ii)             Mandatory attendance at the site briefing; and

(iii)           Submission of quotation in a sealed envelope before the closing  deadline as indicated in the ITQ cover letter.

**Critical criteria are mandatory requirements before interested companies will be considered for evaluation.

Evaluation Criteria**

9          The Consulate-General reserves the right to accept or reject any quotation, whether or not it is the lowest-priced quotation, and may award all or part of the work at its sole discretion.

11        The Consulate-General reserves the right to disqualify you if you do not submit your response in a manner consistent with the provisions set out in this letter and the requirements listed in Annexures A, B and C.

12       Your response should remain valid for acceptance for a minimum of 6 months from the closing date of this invitation.
